Cecily Harris was born in 1959 in Washington, D.C. She earned a Bachelor of Science degree in Renewable Natural Resources from the University of Arizona, and a master's degree in Business Administration from Golden Gate University.

In 2008, Cecily was elected to the Board of Directors and began duties as the Ward 7 Director. She is currently the Financial Services Manager for San Mateo County Department of Parks, where she is responsible for alternative funding, legislation, donations, and special projects. Cecily is an active member of the community, with over 25 years of nonprofit and public sector experience serving on committees, commissions, and boards. She served for nine years as a San Carlos Parks and Recreation Commissioner, serving on numerous San Carlos ad hoc sub committees and task forces including Bicycle/Pedestrian Advisory Committee, General Plan Advisory Committee, Railroad Land Use Citizens Advisory Committee, and Trails Committee. Now, she serves as a District Three member of the San Mateo County Democratic Central Committee, Board member of San Francisco Bay Trail Project, Advisory Committee Member of the San Francisco Bay Area Water Trail, and ExCom Member of San Carlos/Belmont Chapter of Sierra Club. Her MROSD interests include single and multiple use trails, interpretive programs, and natural resource protection.

She enjoys backcountry skiing, sea kayaking, and backpacking. Cecily lives in San Carlos.
