Permit Information: Large Groups/Events
A large group/event permit is required for any event where any of the following situations exist:
- The activity is pre-advertised (by any means) and may be attended by 50 or more people. A permit fee may be required.
- Regardless of size, the event requires payment of a fee, or a donation, for participation. This includes events where the fee is in the form of a mandatory purchase, such as a t-shirt.
Please read our permit conditions, emergency communications procedures, and financial conditions below before applying for the LARGE GROUP/EVENT PERMIT.
General Permit Conditions
- An event must not be advertised in advance of a signed permit being obtained from the District. The potential permittee is solely responsible for any consequences of pre-advertising an event in advance of obtaining a permit, and the permittee's pre-advertising will not be considered in the District's decision regarding the issuance or denial of a permit.
- In accord with the purpose of the District (see above), event organizers should be aware that permission is rarely granted for the participation of commercial vendors. Commercial vendors are not permitted to attend and/or participate in an event without the specific written permission of the District. Application for a permit must be made at least six (6) weeks in advance, in writing. Including a map of the proposed route expedites the permit process.
- Copies of all fliers, brochures and other materials used to advertise the event shall be provided to the District at least four (4) weeks in advance of the event.
- The permittee must submit a signed copy of the permit conditions, agreeing to abide by the permit conditions, at least four (4) weeks in advance of the event.
- Permittee must provide the District with a cellular telephone number or other contact where a responsible person can be reached on the day of the event should the District have the need to contact event organizers.
- The permittee understands that a permit issued by the District is only valid for access and use of District lands. Permission to access and use any adjacent private land, or land controlled by another government agency, must be obtained from the appropriate owner or land manager.
- Permittee will ensure that all participants in the permitted event are familiar with the contents of the "Sharing the Trails," trail etiquette brochure. A copy may be downloaded from our website at www.openspace.org.
- Permittee shall comply with all permit conditions, as well as federal, state, local and District laws, regulations and ordinances.
- Permittee shall immediately comply with any instructions from District staff members.
- Cones or flags may be used to mark trails. Paint, chalk, flour, or anything similar may not be used. These substances can be harmful to wildlife.
- Signs may not be attached or mounted on District signs, fences, gates or trees.
- Monitors may be required at specified trail junctions, based upon the District's review of the permittee's application. This will be noted under Specific Conditions.
- Restrooms may be required, depending on event location and number of participants. This will be noted under Specific Conditions. If required, proof of restroom rental order must be sent to the District at least one week prior to the event.
- Permittee must provide at least one person with current training in Standard First Aid (or higher) and Cardio-Pulmonary Resuscitation.
- Permittee is responsible for site clean up and removal of all litter immediately after the event.
- If required, the permittee will be responsible for paying a fee of $50.00 per hour to pay for the presence of a ranger during the event. The exact amount of the fee to be paid will be specified in the Specific Conditions.
- The presence of the ranger does not relieve the permittee of the responsibility for providing parking control as specified in the Specific Conditions. At the District's discretion the ranger may leave the event as necessary to deal with any emergency or other urgent District business.
Emergency Communications Procedures
- Permittee shall ensure that all on-site event organizers/staff are provided with the 7-digit emergency number for contacting District rangers and instruct organizers/staff to quickly call the emergency number to report any serious injury or immediate threat to life or property, occurring on District lands.
- Permittee shall identify a location in advance of the event from where they can make an emergency telephone call, either by cellular telephone that has service, or by landline telephone.
a) Know where the call boxes are located
b) Know where cell phones get coverage
c) The information about these locations shall be relayed to all on-site event organizers/staff.
- Permittee shall ensure that on-site event organizers/staff have sufficient communications capability to relay an emergency message to someone who has reliable access to a working telephone to report emergencies.
• Where cellular service is sporadic this means that the permittee will need to provide on-site event organizers/staff with radios or other forms of communications.
Financial Conditions
- The permittee must provide the District general liability and property damage insurance to a minimum of $1,000,000. Such insurance shall name the District as additionally insured on the group or organization’s commercial general liability insurance policy. The District requires a certificate of additional insured four (4) weeks prior to the event. (Note: For private per/event insurance, request information from the Legal Department Administrative Assistant, 650-691-1200.)
- The permittee will submit a check made payable to Midpeninsula Regional Open Space District for $250.00 to ensure compliance with permit conditions. The amount, if any, to be returned to the permittee, if violations of permit conditions are found to have occurred, is solely at the discretion of the District. The submission of the security deposit check must be made at least four (4) weeks in advance of the event.
