About the Position:
Supplemental Questionnaire required. Open Space Planner II performs a wide range of complex open space oriented project management and planning duties. Typical projects may include preparing master plans, site plans, and resource management plans to guide the use and management of District lands; directing the design and implementation of capital improvement projects such as trails, trail bridges and staging areas; conducting or overseeing studies to identify and evaluate environmental issues related to public access and natural and cultural resources; preparing applications and administering grants; preparing environmental documents as required by CEQA; and obtaining environmental permits and development permits for District projects. This position represents the District at public meetings and works with citizen’s groups regarding planning and management issues.
Basic Requirements:
Knowledge of:
•Computer applications for preparation of research, analysis and documentation.
•Principles and practices of resource management and site planning.
•Principles, practices and trends in environmental and open space planning, analysis and design.
•Contract law; procedures for construction and professional services contracting.
•Local and regional planning and development processes.
•Geographic information systems (GIS) and global positioning systems (GPS).
•Principles of project budget preparation and control.
•Basic principles of supervision, training and performance evaluation.
•Pertinent Federal, State and local laws, codes and regulations.
Ability to:
•Develop graphic plans and written specifications for capital improvement projects.
•Prepare capital improvement cost estimates.
•Read and interpret maps, blue prints, construction plans, documents and specifications, property descriptions and title reports.
•Conduct research; analyze data and present technical information in clear and concise written reports.
•Interpret and explain District planning policies and procedures.
•Independently prepare and deliver presentations to organizations, agencies and the general public.
•Design, administer and implement in-house GIS and GPS capabilities.
•Supervise, train and evaluate the work of assigned staff.
•Develop and administer contracts with consultants and contractors.
•Respond to requests and inquiries from the general public.
•Communicate clearly and concisely in English, both orally and in writing.
Education and Experience:
Equivalent to a Bachelor’s degree from an accredited college or university with major course work in urban or regional planning, geography, landscape architecture, architecture, natural resource management, environmental planning or a related field. A Master’s degree is desirable.
Three years of increasingly responsible planning and land use experience, preferably in parks, open space or a related field.
Working Conditions:
Primarily office environment; occasionally work alone in field environment including travel from site to site. Routinely sitting for prolonged periods of time; extensive use of computer; when conducting field assignments, may traverse rough, difficult terrain.

Midpeninsula Regional Open Space District is an independent special district created by the voters of northwestern Santa Clara County in 1972, joined in 1976 by southern San Mateo County, and most recently expanded to the San Mateo coast side in 2004. The District’s sole purpose is to acquire and preserve open space lands outside the urban areas of the peninsula for the use and enjoyment of the public. The District owns and manages over 55,000 acres of land in 26 open space preserves.
